Working with DDOT

How do we fix it?

In order to get these pedestrian and traffic calming fixes in place, we need to work with DDOT and ANC 5E. We submitted each of these individual requests for each all-way stop, enhanced crosswalk, and some other items. Now we need to work together to advocate for these fixes to be made.

We had a community walkthrough on October 23rd at 11am. Here are those Meeting Notes. Updates from those notes are reflected in the work orders below in blue.

We also submitted testimony before the DC Committee on Transportation & the Environment Public Roundtable PR24-326 – Director of the District Department of Transportation Everett Lott Confirmation Resolution of 2021.

  • 21-00470334     Lincoln, Douglas, and 2nd             Traffic Safety Investigation

    • This intersection is part of the Lincoln Road NE Project. Please install all-way, flashing stop signs, enhanced crosswalks. This intersection has Inspired Teaching School on this corner and needs to be safe for students traveling to and rom school. Additionally this corner has Edgewood Rec Center. Please add a crossing guard to this intersection during school hours.

    • This intersection is part of the Lincoln Road NE Project. Please install all-way, stop signs, enhanced crosswalks. This intersection has Inspired Teaching School on this corner nearby and needs to be safe for students traveling to and rom school. Additionally this corner has Edgewood Rec Center. Please add a crossing guard to this intersection during school hours.

  • 21-00468252      Lincoln and Bryant           Traffic Safety Investigation          

    • This intersection is part of the Lincoln Road NE Project. Please install all-way, flashing stop signs, enhanced crosswalks. This intersection has a blind spot caused by the cemetery wall on one side of the street. This intersection is very dangerous and difficult to navigate or pedestrians and vehicles.

    • Vehicles speed excessively in this corridor of Lincoln Road between Bryant Street and V Streets NE. Please install a radar speed display.

  • 21-00418224      Lincoln between Bryant and V      Sidewalk Repair

    • There are multiple sections along Lincoln Road NE where the sidewalk is raised and depressed and cracked such that a wheelchair and stroller are unable to pass. This is also a trip hazard. Please repair these sections of sidewalk along Lincoln Road NE. Thank you very much.

  • 21-00434485      Lincoln and V Street         Traffic Safety Investigation          

    • The corner of Lincoln Road NE and V Street NE is the site of frequent accidents including many fender benders that have been documented by residents but do not end up in official statistics because police aren't always called. This corner has cars driving at excessive speeds, flying down Lincoln northbound and southbound at all hours of the day and night. Excessive speed is a major issue. This road is also used as a cut through for commuters avoiding Rhode Island Avenue and North Capitol Streets. Of equal concern are the blind spots at this intersection for pedestrians and vehicles in all directions. Cars back up at the Rhode Island Avenue light and block visibility. Cars turning from RI Ave are driving so fast and cannot see the vehicles coming from V Street NE and accidents occur frequently. It is worse for pedestrians who are constantly dodging vehicles that are racing past. This is a crossroads for students traveling to the 5 schools along Lincoln Road and for children and families traveling to the 2 rec centers and 2 playgrounds along this road. Please install a blinking 4-way stop at this intersection to calm traffic. Please install an enhanced crosswalk at this intersection to increase pedestrian safety. This request has the support of our ANC 5E 09 commissioner.

  • 21-00468296      Lincoln and Rhode Island               Traffic Safety Investigation          

    • This intersection is part of the Lincoln Road NE Project. This intersection is currently dangerous for pedestrians and drivers due to excessive speeds, blind spots, and unclear street markings and traffic patterns. Please take the following actions: 1. The northbound right lane of Lincoln before crossing Rhode Island Avenue should be right turn only 2. Add red arrow to the northbound Lincoln turn from Rhode Island Avenue. Turn only on green arrow. 3. Add a new, No-Parking designation with street and curb markings and semi-diverters to the short section on Lincoln Road between Rhode Island Avenue and V Street NE. Add flower urns and bicycle rack 4. Add crossing guards at Rhode Island Avenue and Lincoln Road during school hours.

  • 21-00468306      Lincoln and U Street        Traffic Safety Investigation          

    • This intersection is part of the Lincoln Road NE Project. Please install all-way, flashing stop signs, enhanced crosswalks. This intersection is closely aligned with the Rhode Island Avenue/Lincoln Road intersection, which has a traffic light. If a timed traffic light here is preferable, please install.

      • Add Stop Sign Ahead sign to westbound U Street between RI Ave and Lincoln

  • 21-00468316      Lincoln and Todd Street  Traffic Safety Investigation          

    • This intersection is part of the Lincoln Road NE Project. Please install all-way stop signs and enhanced crosswalks. This intersection is located along a primary route of pedestrian travel to 4 schools and Harry Thomas Recreation Center. This route needs to be safe for students and all pedestrians.

      • 3-way stop signs and raised crosswalk

      • Add painting at all 4 corners to indicate appropriate distance from intersection of no parking

  • 21-00468337      Lincoln and T Street         Traffic Safety Investigation          

    • This intersection is part of the Lincoln Road NE Project. Please install enhanced crosswalk with very bright, clear street markings for pedestrians. This intersection is located on a street with 4 schools This intersection needs to be safe for students and all pedestrians. Please add the following items to this intersection: 1. Enhanced crosswalk, marking, pillars, etc. 2. Add missing One Way street signs to T Street at this intersection 3. Additional time on crosswalk light for crossing Lincoln. This is a school street and the current 15 seconds is not sufficient fr students to safely cross.

      • Add time for pedestrians crossing Lincoln Road. The current 13 seconds is insufficient for students/families getting to school.

    • This intersection is part of the Lincoln Road NE Project. Please install flashing all-way stop signs and enhanced crosswalks. This intersection is located at the primary access point to Harry Thomas Recreation Center. This route needs to be safe for students and all pedestrians.

      • No parking between crosswalks on northbound side Lincoln. 

      • Add curb bump out with flex posts on east side of street adjacent to recreation center, urns and bicycle rack

  • 21-00468357      Lincoln and Randolph      Traffic Safety Investigation          

    • This intersection is part of the Lincoln Road NE Project. Please install enhanced crosswalk at this intersection. This intersection is located along the walking route for 4 schools and the primary access point to Harry Thomas Recreation Center. This route needs to be safe for students and all pedestrians.

      • 3-way stop signs and raised crosswalk

      • Add painting at all 4 corners to indicate appropriate distance from intersection of no parking

  • 21-00468371      Lincoln and R Street         Traffic Safety Investigation          

    • This intersection is part of the Lincoln Road NE Project. Please install enhanced crosswalk at this intersection. This intersection is located along the walking route for 4 schools and the primary access point to Harry Thomas Recreation Center. This route needs to be safe for students and all pedestrians.

      • Paint or replace the rusty light poles throughout the intersection. They are very rusty which is both dangerous and blends into the background, reducing their visibility/effectiveness.

      • Add painting at all 4 corners to indicate appropriate distance from intersection of no parking

      • ‘Add signs when no parking begins

      • Add flex posts at the 3 corners not used by buses (SE, SW, NW)

      • Add No Parking designation on R Street between Lincoln and North Capitol (both sides)

      • Consider closing Lincoln Rd. to southbound traffic at R street (in conjunction with the closure of Lincoln Rd. at Q street)

  • 21-00470351      Lincoln and Quincy and Q              Traffic Safety Investigation          

    • This intersection is part of the Lincoln Road NE Project. Please review the DDOT 2013 Mid-City-East Livability Study on page 31. The recommendation is to close the short segment of Lincoln Road from Q Street to Quincy Place and expand the green space at the gateway. Maintain alley access for alley between Q Street and Quincy Place. If this recommendation is not implemented, then at a minimum, enhanced crosswalks and all way stops at each intersection without them is required. This section is located along the walking route for 4 schools and the primary access point to Harry Thomas Recreation Center. This route needs to be safe for students and all pedestrians.

      • Add balusters as detailed in the image below to:

      • Close off entrance to Lincoln Rd. from North Cap (and entrance to North Cap. from Q street)

      • Calm right-hand turns onto Q by extending the sidewalk

      • Prevent u-turns at entrance to Q street.  

      • Raised, brightly painted crosswalks

      • Add flex posts and painting throughout to indicate appropriate distance from intersection of no parking

      • Long term: If/when this section is closed, adjust no left turn from North Capitol onto R Street

  • 21-00470317      Rhode Island and North Capitol Streets    Traffic Safety Investigation          

    • The intersection at Rhode Island Avenue and North Capitol Street is extra-large and unconventional. It spans the entire bridge of the North Capitol Street overpass. This intersection is heavily traveled locally and by commuters, many traveling at excessive speeds down Rhode Island Avenue and North Capitol Streets. This intersection is extremely confusing for drivers, which makes it very dangerous, especially for pedestrians. Traffic calming measures are essential at this major intersection. This intersection is used heavily by pedestrians as it connects the three densely residential neighborhoods of Bloomindale, Eckington, and Edgewood. Pedestrians are traveling to the commercial strip on Rhode Island Avenue, students are traveling to schools in these neighborhoods, and families are traveling to neighborhood parks and playgrounds. However, vehicles do not perceive this intersection as heavily pedestrian because they are just exiting thoroughfares where they are often traveling at excessive speeds and it is not clear that they have just entered a residential neighborhood with many pedestrians. This intersection is dangerous to pedestrians and action is needed to prevent tragedy and loss of life. Major Dangers at this intersection 1. Pedestrian visibility It is unclear that this intersections heavily used by pedestrians. Add enhanced crosswalks and street markings to make this clear. 2. Turning from North Capitol Street It is very unclear from south or northbound N Cap that when a vehicle turns onto RI Ave, they need to stop almost immediately once they cross the overpass. The other direction of N Cap has a green light. Car run this light daily and there are accidents here weekly. It is extremely dangerous for pedestrians when they have the right of way to walk, but cars run this red light. There is no overhead traffic light and one needs to be added. 3. Turning from Rhode Island Avenue Northbound turns from RI Ave to N. Cap are extremely dangerous and uncontrolled. Cars turning northbound are only looking at oncoming RI Ave vehicle traffic. They rush to make the turn without looking for pedestrians. Compounding this is that turning vehicles are four lanes away from the pedestrians who have the right of way. This long distance makes it difficult for drivers to see pedestrians and pedestrians to see cars. Pedestrians are almost hit daily and it is only a matter of time before there is a tragedy at this intersection. Rhode Island Avenue & North Capitol Street Pedestrian Safety Proposal 1. Add Barnes Dance timing for lights/crosswalk lights (protected pedestrian signal phase; pedestrian scramble) to give pedestrians time to cross while all traffic has red lights. This could be triggered by a button at each corner so that the pedestrian signal phase would only be triggered if there are pedestrians present. 2. Add enhanced crosswalks to all pedestrian areas at this crosswalk 3. Add a visible traffic light for Rhode Island Avenue eastbound. The current lights are on the sides of the road and are not sufficient. Add light hanging in the middle of the road. 4. Add turning lane, traffic light arrow, and marking for left turn from eastbound Rhode Island Avenue to northbound North Capitol Street (similar to westbound/southbound turn). Make both arrows red and only turn on green 5. Add signage and road painting to make it more clear to motorists that they need to stop if they turn from North Capitol Street onto Rhode Island Avenue 6. Add No Turn On Red designation and signage to north and southbound North Capitol Street 7. Add cameras for running red lights and illegal turning on red 8. Add fence along walking path on overpass to protect pedestrians PLEASE DO NOT CLOSE THIS INVESTIGATION OUT WITHOUT TAKING ACTION OR PROVIDING THE CURRENT TSI INFORMATION. Prior two requests were closed without action and this intersection remains very unsafe. Older requests: 21-00440791, 17-00527309

      • Add No Turn on Red Signs for all four turns

      • Fix the traffic light going eastbound on Rhode Island Ave

        • Use a high visibility light (blinking/flashing)

        • Raise and extend the light to the center of the road so that it is visible

        • Fix the coloring so that it is visible 

      • Turns from RI Ave onto North Capitol should both have a turn lane with green and red arrow. Turn only on green.

      • Brightly painted crosswalks 

      • Add red light cameras

      • Add speed camera on Rhode Island Ave, especially in downhill direction (westbound)

  • 21-00468474      Lincoln Road NE - entire Traffic Safety Investigation          

    • This is part of the Lincoln Road NE Project. Clearly mark the entirety of Lincoln Road as one-lane each direction. Replace the dotted white line northbound with a solid line to clearly designate the on-street parking areas (ex. 1st Street NW and 4th Street NW). Having this road be 2-lanes to 1-lane back to 2-lanes and back to 1-lane repeatedly is very confusing for drivers, causing swerving and dangerous driving. This road needs to be clearly marked as one-lane northbound with clearly marked parking, where applicable.

  • 21-00468485      Lincoln Road NE - entire Traffic Safety Investigation          

    • This is part of the Lincoln Road NE Project. All along Lincoln Avenue NE, there are no clear markings by intersections where there should be no parking. This creates dangerous blind spots. Please add clear street markings for all existing no parking areas. This will improve pedestrian and driver safety.

  • 21-00468523      Lincoln Road NE - entire Traffic Safety Investigation          

    • Per the DDOT 2013 MidCity East Livability Study and MoveDC recommendation, install a protected bicycle lane along the entire route of Lincoln Road, connecting R Street and Franklin with a safe, protected road for cyclists. This road has 5 schools along the route and 2 recreation centers. Making this road safe for cyclists should be a priority and should be complete. Thank you.
